Job Title: Energy Officer

Location: Working from home with office available for working and events.

Rate of Pay: £20 per hour Umbrella or £15.38 per hour PAYE

Working Hours: Monday to Friday 37 hours

Type: Temporary Assignment

Opus People Solutions are working with North Northamptonshire Council to recruit for an Energy Officer, to improve the environmental performance of the private sector housing stock within North Northamptonshire, liaising with key staff, senior management and external stakeholders, and supporting the work of the Portfolio Holder for Climate Change and Environment. Focuses are on improving resident engagement and lead generation for domestic energy efficiency / fuel poverty projects. Directing residents to the most suitable stream of funding and supporting residents to make applications.

Main Responsibilities:

  1. Play key role in supporting the Council's vision to create a green and sustainable environment.
  2. Identify and support projects to reduce carbon emissions from private sector residential housing stock within the North Northamptonshire area.
  3. Keep the energy performance of the private sector residential stock under review, supporting the Interim Private Sector Housing Standards Team Lead to develop data sets, to identify low income/ high heating cost households.
  4. Represent the Council at regional and sub-regional meetings, events and seminars and act as the point of contact for the East Midlands Energy Hub.
  5. Work with the East Midlands Energy Hub to secure bid funding.
  6. Working with legal and procurement to arrange for contracts and agreements to be signed where necessary.
  7. Ensuring the Council's data protection policy is always adhered to and working with the data protection team to negotiate third party agreements where required.
  8. Work in partnership with West Northamptonshire Council to develop Northamptonshire wide projects, to support consistent delivery across the county.
  9. Coordinate the Council's domestic energy efficiency work, through management of the private sector Energy Company Obligation work programmes for private sector housing.
  10. Provide advice to residents to enable them to access grants to improve energy efficiency in their homes.
  11. Build relationships with external partners and support agencies to promote energy efficiency grants.
  12. Monitoring the performance of third party partners such as the National Energy Foundation to ensure that service level agreements are adhered to.
  13. Report on outcomes of energy projects, identifying learning opportunities and best practice.
  14. Keep North Northamptonshire's membership to the East Midlands Energy Hub under review, undertaking an assessment prior to North Northamptonshire Councils participation in future bids, to ensure the best outcome for residents.
  15. Work with the East Midlands Energy Hub and The National Energy Foundation to manage the installer network and report any issues raised by residents.
